This final report in the Human Rights and AI Analytical Report Series: Concluding Reflections: Lessons in Measuring Responsible AI, provides a reflective synthesis of insights from the inaugural edition of the Global Index on Responsible AI (GIRAI). Authored by Faisal M. Lalani, the brief consolidates feedback from researchers, technologists, civil society actors, and policy users to surface five central questions for the future of responsible AI measurement. These questions explore how to foster meaningful collaboration between similarly situated countries, improve bottom-up and inclusive data collection structures, examine how public institutions are both empowered and limited by AI governance, and enhance the execution of governance itself.
