In 2024, GCG was commissioned by the Atlantic Council to produce a report on how emerging technologies, particularly artificial intelligence, digital public infrastructure, and connectivity, are influencing democratic governance across five African countries: South Africa, Kenya, Nigeria, Ghana, and Zambia.

The study aimed to provide insight into how governments in these countries are navigating the promise and risks of digital transformation, while working to enhance democratic resilience, public service delivery, and citizen well-being. The final report, released in March 2025, offers a regional perspective on policy readiness, infrastructure gaps, and governance innovations in a fast-evolving technological landscape.
