
Data Protection Training Program and Toolkit
As artificial intelligence (AI) and other emerging technologies evolve, the need for secure, ethical, and rights-based data practices is more urgent than ever. Across Africa, at least 35 countries have enacted dedicated data protection laws. However implementation and enforcement capacities remain uneven.
In response, many African Data Protection Authorities (DPAs) are adapting existing legal frameworks to better regulate AI systems, especially those that impact individuals' data rights. But challenges remain, particularly oil holding multinational tech companies accountable when they operate without a local presence.
To address this, the Global Center on AI Governance, in partnership with key stakeholders, is developing a dedicated training programme and toolkit for DPAs across the continent. This initiative will equip DPA staff and commissioners with the skills and resources to respond to AI-related complaints, navigate jurisdictional gaps, and resolve disputes without resorting to adversarial legal action.
The toolkit will also map dispute resolution mechanisms available to DPAs and offer practical guidance for addressing complex issues at the intersection of AI, privacy, and accountability.
By building capacity where it is most needed, this project strengthens responsible AI governance and reinforces data protection in Africa.
