
The Global Index on Responsible AI 2026 Launches in Geneva This July
EventThe Global Center on AI Governance (GCG) is pleased to announce the launch of the second edition of the Global Index on Responsible AI (GIRAI), taking place on 8th July, 2026 in Geneva, Switzerland.
As artificial intelligence (AI) becomes increasingly embedded in public services, workplaces, education systems and everyday life, governments around the world face growing pressure to ensure that AI is developed and deployed in ways that uphold human rights, promote inclusion and serve the public interest. The Global Index on Responsible AI provides a unique evidence base to assess how countries are responding to this challenge.
Covering 135 countries and jurisdictions and drawing on more than 68,000 assessed data points, the 2026 edition of the GIRAI provides the most comprehensive global picture to date of how governments and societies are working to ensure that AI is developed and deployed responsibly.
Measuring Responsible AI Around the World
The Index assesses countries across five dimensions of responsible AI governance:
- Inclusion and Diversity
- Ethics and Sustainability
- Labour and Skills
- Trust and Safety
- Use of AI in Public Service Delivery
Through these dimensions, GIRAI examines whether governments are creating the conditions needed to ensure that AI systems are ethical, rights-respecting, inclusive and accountable.
The 2026 edition builds on years of research and collaboration involving a global network of researchers, regional partners and AI governance experts. To build this edition, researchers identified and assessed 396 unique responsible AI frameworks, 805 government-led initiatives advancing responsible AI in practice and over 600 civil society initiatives supporting responsible AI governance and accountability.
The Index also incorporates a wide range of secondary indicators that capture the broader enabling conditions for responsible AI including rule of law, equality, cybersecurity, environmental performance, workers’ rights, digital skills and access to information.
Taken together, the data provides a detailed picture of how responsible AI is taking shape around the world, where gaps persist between policy commitments and implementation, where government misuse of AI is covering and which conditions are most likely to support rights-respecting AI outcomes for people and communities.
A First Look at the Findings
The launch event, taking place alongside the AI for Good Summit and the UN Global Dialogue on AI, will provide attendees with the first public presentation of the 2026 findings. Participants will hear from leading voices in AI governance and engage in discussions on the policies, partnerships and accountability mechanisms needed to ensure AI contributes to equitable and sustainable development.
