Announcing the Second Edition of the Global Index on Responsible AI to be Released in 2026

The Global Center on AI Governance (GCG) is pleased to announce the development of the second edition of the Global Index on Responsible AI (GIRAI), set to be published  in 2026. This next phase of the GIRAI is made possible through a generous grant of $2M from Canada’s International Development Research Centre (IDRC), and the UK’s Foreign, Commonwealth and Development Office (FCDO), delivered through the Artificial Intelligence for Development (AI4D) program, with additional support from the Government of Canada. 
As a flagship initiative of GCG, the Global Index on Responsible AI is a multifaceted research and advocacy project designed to advance responsible, inclusive, and rights-based approaches to AI governance globally. With a Majority World and human rights-based perspective at its core, the GIRAI has developed a reliable and fair measurement framework to assess country commitments and progress towards responsible AI, supported by a unique and robust validation process. This process has involved consulting with communities and experts from six continents, as well as collaborations with regional expert organizations to ground global insights in local contexts.
The first edition of GIRAI delivered a global benchmark with actionable insights into AI governance, national capabilities, and the protection of fundamental rights. GIRAI’s unique methodology for measuring responsible AI and global relevance have earned it international recognition, including selection for the Paris Peace Forum Scale-Up Program and listing among UNESCO IRCAI’s Top 100 AI projects (2022-2023). 
The confirmation of GIRAI's second round of funding reflects the success the Index has had in shaping global, regional, and national debates on responsible AI. Notably, the first edition played a critical role in strengthening local capacity around the world, with over 160 researchers and AI policy experts being trained in rights-based AI assessment methodologies. In this regard, GIRAI’s insights continue to inform regional and national AI policies and to support evidence-based policymaking. 
As GCG prepares for the second edition, our team is committed to expanding the scale, scope, and inclusivity of the Index. A key focus of the next phase will be to strengthen the global research network that supports the Index. This community of practice includes individuals and institutions  who together will work to advance rights-based approaches to AI governance across diverse local and international contexts.
Opportunities to contribute to the development of the second edition of the Global Index on Responsible AI will be announced in the coming weeks. In the interim, we welcome expressions of interest from researchers, civil society organizations, academic institutions, and policy actors committed to advancing responsible AI through evidence-based global collaboration.
